On Tuesday, May 19, 2026, Audithink held a Sharing Session on the theme <em><strong>\u201cBridging Organizational Gaps through Implementation of Integrated Governance, Risk Management, and Compliance (GRC)\u201d<\/strong><\/em>. A discussion session that not only discusses theory, but also brings first-hand perspectives from the corporate field.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The event took place at the PACE Serviced Office Plaza Senayan, Senayan, Central Jakarta, starting at 9:30 a.m. WIB. Supported by Sekawan Media, the forum featured two speakers with strong track records in GRC, as well as an experienced moderator from the finance and auditing industries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Present as a speaker at this event was Dr. Setyo Wibowo, CIA, CISA, CFE, CRMA, QIA, CA. A Professional GRC Practitioner &amp; Senior Auditor, as well as a speaker from the conceptual and strategic side of GRC. The corporate perspective was brought directly by Nuzulul Iman, Enterprise Risk Management and Assurance Division Head at PT MRT Jakarta (Perseroda), who shared real experiences in building an integrated GRC ecosystem in one of the largest public transportation companies in Indonesia. The discussion focused on the reality of GRC in most organizations today, and why true integration remains a significant challenge.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A. GRC Facts: Already Existing, Not Yet Integrated<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Referring to the OCEG 2025 GRC Maturity Survey, Dr. Setyo emphasized that most organizations already have governance, risk, and compliance activities in place, but only a few have achieved full integration. The biggest challenge isn't the absence of GRC functions, but rather the fragmentation between them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The data obtained shows that only around 19.8% of organizations have been operating effectively. <em>fully integrated across silos<\/em>, while the rest still suffer from varying degrees of fragmentation, ranging from process integration with technology gaps, to uneven standardization, to completely siloed operations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">B. Technology and Information Issues in GRC Maturity<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Setyo explained that although many organizations have GRC systems in place, these systems operate separately and create information silos that slow down management decision-making.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The five main technology and information issues that are commonly encountered include: Technology Integration Gap, Low Data Maturity, Disconnected Reporting, Limited Automation, and Weak Data Accessibility.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">C. Why is Integrated GRC Important?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In this section, the resource person maps the contrast between the conditions of organizations that do not have integrated GRC and those that have implemented it comprehensively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without integrated GRC, organizations are vulnerable to: duplication of controls, fragmented reporting, limited visibility across business units, slow response to evolving risks, and ballooning compliance costs. Conversely, with integrated GRC, organizations can enjoy <em>connected organizational visibility<\/em>, cross-functional assurance coordination, faster and risk-based decision-making, and significantly stronger organizational resilience.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">D. What Defines Truly Integrated GRC?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Setyo emphasized that Integrated GRC is not simply a combination of functions or software, but rather a link between organizational decisions, from business objectives to management insights. Five characteristics define true Integrated GRC:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Common Objective<\/strong>: all functions work towards the same organizational goals<\/li>\n\n\n\n<li><strong>Shared Risk Language<\/strong>: risk, compliance, and audit using a consistent taxonomy<\/li>\n\n\n\n<li><strong>Connected Controls &amp; Assurance<\/strong>: control and assurance are carried out in an integrated manner across functions<\/li>\n\n\n\n<li><strong>Integrated Reporting<\/strong>: management acquires <em>consolidated view<\/em> towards risk and compliance exposure<\/li>\n\n\n\n<li><strong>Risk-Informed Decisions<\/strong>: support better and faster decisions<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">E. Technology as an Enabler<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In the final section of the first material, Dr. Setyo positions technology as an enabler that makes it possible <em>connected governance intelligence<\/em>The future of Integrated GRC will undoubtedly also encompass the synchronization of information and decisions across the organization. class=\"wp-block-heading\">A. Getting to know PT MRT Jakarta<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">PT MRT Jakarta (Perseroda) operates based on DKI Jakarta Regional Regulation No. 11 of 2024, carrying out mandates in three main pillars: Infrastructure Development (stations, depots, railway systems, rolling stock, and payment systems), Operation &amp; Maintenance, and TOD &amp; Business Development which includes the development of transit-oriented areas and railway project consulting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a Strategic Parent, MRT Jakarta also has ownership portfolios in several integrated transportation entities, including PT Moda Integrasi Transportasi Jabodetabek (MITJ), PT Integrasi Transit Jakarta, and PT Jaklingko Indonesia.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">B. The Journey of Building GRC 2020\u20132026<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Nuzulul Iman presented the Jakarta MRT GRC roadmap chronologically, demonstrating its structured and consistent evolution since 2020:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>2020:<\/strong> Top management directs GRC implementation; implementation remains siloed; Anti-Bribery Management System Guidelines (ISO 37001) endorsement<\/li>\n\n\n\n<li><strong>2021:<\/strong> The COVID-19 pandemic has encouraged the implementation of <em>Business Continuity Management<\/em> which moves the entire GRC line.<\/li>\n\n\n\n<li><strong>2022:<\/strong> Preparation of GRC documents and infrastructure (Integrated GRC Guidelines, Evaluation Procedures, Risk Management Guideline Revision); development of MIRA (MRTJ Integrated Risk Assessment System); preparation of the 2022\u20132026 Integrated GRC Roadmap<\/li>\n\n\n\n<li><strong>2023:<\/strong> GRC document approval; Integrated Internal Audit of Management System; ISO 37301:2021 Compliance Management System development; roadmap evaluation<\/li>\n\n\n\n<li><strong>2024:<\/strong> Initial Regulatory Mapping &amp; Gap Analysis; GRC application system gap analysis; development of GRC maturity and culture measurement tools; Fraud Risk Assessment updates<\/li>\n\n\n\n<li><strong>2025:<\/strong> Development of MIRA Application BRD Phase 2; Combined Assurance coordinated by the Internal Audit Division; GRC Maturity and Culture measurement in 2025<\/li>\n\n\n\n<li><strong>2026:<\/strong> Development of the MIRA Application System Phase 2; preparation of KCI as well as Regulatory Mapping and Gap Analysis Advanced Stage; development of Internal and External Regulation Monitoring Applications<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">C. Leadership Role<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Nuzulul Iman emphasized that leadership is the foundation of GRC, not an accessory. Leaders have four crucial roles: establishing <em>tone at the top<\/em>, creating a GRC culture, providing resources and commitment, establishing risk appetite and risk management framework, and ensuring effective communication and consultation across the organization.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">D. Three Lines Model Structure<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">MRT Jakarta implements GRC through a clearly structured Three Lines Model:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>First Line<\/strong>: all work units as GRC Officers; Risk Champions are expanded to become GRC Officers with CRMO\/ERMAP training and certification<\/li>\n\n\n\n<li><strong>Second Line<\/strong>: divisi Corporate Secretary, Corporate Strategy, Enterprise Risk Management &amp; Assurance, dan Divisi Information System &amp; Technology<\/li>\n\n\n\n<li><strong>Third Line<\/strong>: Internal Audit division as an independent assurance function<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">At the Board of Commissioners level, there are four supporting committees covering the G, R, and C functions: the Governance &amp; Sustainability Committee, the Risk &amp; Security Oversight Committee, the Audit &amp; Compliance Committee, and the Operations &amp; Projects Committee. Meanwhile, at the Board of Directors level, there is an Integrated GRC Committee that coordinates all functions across work units.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This approach encompasses the following GRACE IT Work Units: Governance, Strategy &amp; Performance; Risk Management; Assurance (Internal Audit); Compliance Management; Ethics &amp; Culture; and IT &amp; Security.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">E. Implementation Challenges<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Based on MRT Jakarta's internal analysis and external references, Nuzulul Iman identified six main challenges to GRC implementation in corporations: <em>Poor Technology Integration<\/em>, <em>Absence of the Right Leadership<\/em>, <em>Organizational Silos<\/em>, <em>Control Duplication<\/em>, <em>Inadequate Investment in Technologies<\/em>, and <em>Insufficient GRC Culture Awareness<\/em>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">F. Building a GRC Culture<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">MRT Jakarta has proven that a GRC culture cannot be built through regulations alone. Various initiatives have been consistently implemented: the GRC Series national panel discussion, an annual event that discusses various GRC implementation issues; the GRC Forum for the Board of Directors (BOD), Board of Commissioners (BOC), and Division Heads as well as the GRC Forum. <em>tone at the top<\/em>; implementation of the Whistleblowing System (WBS) with an integrated dashboard; management of LHKPN and Gratification; signing of the Code of Conduct &amp; Integrity Pact; Safety Talk; and socialization of GRC guidelines through online meetings, Learning Management System, and the Kinetic Platform.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">G. GRC-Based Decision Making<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most significant achievements of MRT Jakarta's GRC implementation is how GRC has been truly embedded in the decision-making process through GRC-based Business Judgment Rules. Every business decision must simultaneously address three dimensions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>G (Governance)<\/strong>. Approved by the Board of Directors, based on accountable data, free from conflicts of interest, in line with KPI\/RKAP\/RJPP, and budget available<\/li>\n\n\n\n<li><strong>R (Risk)<\/strong>. The risk assessment has been reviewed by the Risk Owner, documented in the Risk Register, taking into account the company's Risk Tolerance, with Key Risk Indicators as an Early Warning System.<\/li>\n\n\n\n<li><strong>C (Compliance)<\/strong>.
