That is why the way a campus makes decisions, oversees itself, and accounts for its results is under scrutiny from the government, accreditation bodies, and the public alike.

This article discusses what it is good university governance (GUG), its principles in regulations and accreditation instruments, the structure of campus organs that oversee one another, practice and evidence examples, and the role of the SPI in maintaining good governance. Regulatory references were checked as of October 21, 2026.

What Is Good University Governance?

Good university governance is good governance of a higher education institution: how a campus exercises authority, manages resources, and accounts for its performance based on clear principles. The term is widely used in higher education, including in the BAN-PT accreditation instrument. Laws and regulations more often refer to it simply as good governance of higher education institutions and spell out its principles.

In the business world, a similar concept is known as good corporate governance. It is discussed in the article on examples of GCG implementation in companies. The difference is that a campus carries out academic and non-academic missions at once, so its governance needs to cover both.

What Are the Principles of University Governance in Regulations?

The following three references are often used by campuses. The wording differs slightly, but the direction is the same:

Reference

Principles named

Law 12/2012 on Higher Education, Article 63 (principles of management autonomy)

Accountability, transparency, non-profit, quality assurance, and effectiveness and efficiency

Ministerial Regulation 39/2025, Article 67 paragraph (2) (governance in developing the SPMI)

Accountability, transparency, non-profit, effectiveness, efficiency, and continuous quality improvement, balancing one another

BAN-PT accreditation instrument IAPT 4.1, Accountability criterion

Good university governance covering credibility, transparency, accountability, responsibility, and fairness, as well as risk management

The BAN-PT instrument adds that GUG practice includes preventing and acting against corruption, sexual violence, bullying, and intolerance within the campus, as well as enforcing the code of ethics and ensuring safety, comfort, and well-being. Instrument details may be updated, so check the official BAN-PT website.

How Are Those Principles Translated into Campus Practice?

Principle of

Example practice

Examples of evidence

Accountability

Annual performance report and follow-up on auditor findings

Annual report, follow-up status of recommendations

Transparency

Budget information, new student admissions, and services are published

Public information page on the campus website

Responsibility

Compliance with regulations, the code of ethics, and quality standards

Compliance audit results, code of ethics enforcement

Fairness

Selection, scholarships, and performance appraisal use written criteria

Selection guidelines and decision minutes

Credibility

Academic integrity and consistent handling of violations

Complaint procedures and records of their resolution

Risk Management

Key risks are mapped and monitored by leadership

Risk register and risk monitoring reports

The examples above are illustrations to help prepare evidence, not a standard list from the regulations. Risk management is discussed further in the article on university risk management.

Which Organs Oversee One Another at State Universities?

Article 29 paragraph (1) of Government Regulation Number 4 of 2014 states that the organization of a state university consists at least of a senate, the head of the institution, an internal supervisory unit, and a board of trustees or equivalent. Article 29 paragraph (9) states that these organs perform their functions through mutual checks and balances (checks and balances).

Organ

Function under Government Regulation 4/2014

Senate

Setting and considering the implementation of academic policy

Head of the institution

Setting non-academic policy and managing the institution

Internal supervisory unit (SPI)

Non-academic oversight for and on behalf of the head of the institution

Board of trustees or equivalent

Non-academic considerations and other functions set in the statute

At legal entity state universities, Article 30 of Government Regulation 4/2014 sets a different form. The board of trustees (majelis wali amanat) carries out general policy setting and non-academic oversight, the academic senate governs the academic field, and the board of trustees forms an audit committee or equivalent for non-academic oversight. The legal basis of the SPI for each type of institution is discussed in the article University SPI.

How Is Accountability to the Public Achieved?

Article 78 of Law 12/2012 states that university accountability consists of academic and non-academic accountability. It is achieved by meeting the National Standards of Higher Education, carried out through an annual reporting system, and the annual report is published to the public. In other words, transparency is not optional: the annual report is an obligation.

What Does Accreditation Assess About Governance?

In IAPT 4.1, the assessment of governance falls under the Accountability criterion. The instrument states that the emphasis of the assessment includes, among others:

good practice in realizing good university governance, including risk management;

functional and operational management, namely the availability of policy documents and their implementation;

the institution's support for a conducive academic atmosphere; and

student recruitment and management systems.

The instrument also asks for a governance system demonstrated at minimum through a statute, an organizational structure, and work procedures to ensure accountability, sustainability, and transparency, as well as mitigation of potential risks. Well-organized evidence from the oversight function, including from the SPI, strengthens that picture. The relationship between the SPMI, accreditation, and the SPI is discussed in the article differences between the SPI and the SPMI.

What Is the Role of the SPI in Good University Governance?

The SPI is one of the balancing elements in a campus structure. Its roles include:

Providing independent assurance to leadership that the management of finance, assets, human resources, and procurement complies with the rules.

Testing controls and risk management. At a BLU, Article 253 of Minister of Finance Regulation 129/PMK.05/2020 explicitly assigns the SPI to test and evaluate internal control and the risk management system.

Monitoring follow-up of recommendations from the SPI itself and from external auditors, then reporting their status.

Upholding integrity by referring to the auditors' code of ethics, as discussed in the article on the internal auditor code of ethics.

The position of the SPI among work units, the risk management unit, and quality assurance can be mapped using the IIA Three Lines Model. Professional standards such as the GIAS stress that internal audit needs the support and oversight of the board to remain independent. The approach that brings governance, risk, and compliance together is discussed in the article GRC in universities, and the SPI's relationship with oversight bodies in the article SPI coordination with the audit committee, board of trustees, inspectorate, and BPK.

What Challenges Come with Applying GUG?

Documents exist, practice does not. Policies are complete but their implementation cannot be proven.

Dual roles. Officials who are both implementer and overseer weaken the principle of mutual checks and balances.

Reports are not used. Findings and recommendations do not feed into decision-making.

Scattered evidence. Governance documents are kept in many units, making them hard to collect when needed.

How Can Campus Governance Be Strengthened?

Map the organs, authorities, and reporting lines based on the statute.

Make sure the roles of implementer, overseer, and quality assurer are separate and documented.

Set indicators and evidence for each governance principle.

Prepare a risk register and monitor mitigation regularly.

Plan risk-based SPI oversight and report the results to leadership.

Publish the annual report and monitor the follow-up of findings until completion.

How Does Internal Audit Software Help the SPI?

Audithink helps the SPI document its oversight through six main features: risk assessment, audit planning, work program templates, notifications, follow-up monitoring, and automated reports. Audithink does not replace the campus governance system and does not determine the position of organs. Campus audit needs are discussed on the page Audithink for Educational Institutions, while the role of the SPI in applying GCG is discussed in the article on internal audit applications for GCG.

FAQ About Good University Governance

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
What is good university governance?

Good university governance is good governance of a higher education institution: how a campus exercises authority, manages resources, and accounts for its performance based on principles such as accountability and transparency.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
What are the principles of university governance?

Law 12/2012 names accountability, transparency, non-profit, quality assurance, and effectiveness and efficiency.
