On campus there is the leadership that appointed it, the board or council that supervises, the audit committee that receives its reports, the inspectorate in the government oversight line, and external examiners who arrive every year. Without coordination, the same unit can be examined three times in a month while major risks go untouched.

This article covers who the SPI needs to coordinate with, the regulatory basis for each type of university, and how coordination is carried out without compromising independence. References were checked as of October 21, 2026.

Which Parties Does the SPI Need to Coordinate With?

Party

Relationship with the SPI

Reference

University leadership

At general state universities, the SPI is formed by the head of the university and carries out non-academic oversight for and on behalf of the head

Government Regulation 4/2014 Article 29 paragraph (1) letter c

Board of trustees and audit committee (PTN-BH)

The board forms an audit committee, or a body by another name, as the supervisory element for non-academic oversight

Government Regulation 4/2014 Article 30 paragraph (2)

Supervisory board (BLU)

Receives SPI reports, approves the charter, and approves the appointment of the head of the SPI

Minister of Finance Regulation 129/PMK.05/2020 Articles 257, 262, 267

Government internal oversight bodies, including the inspectorate general

The SPI is authorized to coordinate and accompany them, and to monitor follow-up of their recommendations

Regulation 129 Articles 254 and 260; Government Regulation 60/2008 Articles 48 and 49

External examiners, including BPK and public accounting firms

The SPI is authorized to coordinate and accompany them, and to monitor follow-up of the public accounting firm's recommendations

Regulation 129 Articles 254 and 270

Quality assurance and risk management units

Other assurance providers on campus whose schedules and results need to be aligned

GIAS 2024 Standard 9.5

Not every row applies to every campus. General state universities, PTN-BH, BLU universities, and state religious universities have different structures. The legal basis of the SPI for each type is discussed in the article University SPI.

How Does the SPI Relate to the Board of Trustees and the Audit Committee at a PTN-BH?

Article 30 paragraph (2) of Government Regulation 4/2014 states that the board of trustees forms an audit committee, or a body by another name, as the supervisory element to carry out non-academic oversight. Article 29 paragraph (9) adds that the elements of the organization carry out their functions by checking and balancing one another (checks and balances).

The details of the relationship are set in each PTN-BH's statute. As an example, Government Regulation 65/2013 on the Statute of Institut Teknologi Bandung provides that:

the audit committee is a supporting element of the board of trustees that independently and periodically oversees and/or supervises the internal and external audit processes, and carries out the risk management function (Article 35 paragraph (2));

the audit committee has five members, namely an accounting expert, a finance expert, a legal expert, and an academic, and submits an annual report to the board (Article 35 paragraphs (4) and (7));

the internal control and oversight system includes coordination of audits carried out by other auditors, and its implementation is coordinated by the internal oversight unit (Article 46 paragraphs (6) and (7)).

The provisions above are an example from one statute, not rules that automatically apply to other PTN-BH. The SPI needs to read its own campus statute to learn whether an audit committee exists, who its members are, and who the SPI reports to.

From the standards side, GIAS Standard 8.1 asks the chief audit executive to give the board the information it needs to carry out its oversight, including the audit plan and its significant changes, changes that could affect the mandate or charter, potential impairments to independence, the results of internal audit services, and the results of the quality assurance and improvement program. On campus, the board's role can be played by the audit committee or the board of trustees, depending on the statute.

How Does the SPI Coordinate with the Supervisory Board at a BLU?

Minister of Finance Regulation 129/PMK.05/2020 gives a BLU's SPI the authority to communicate directly with the BLU leadership and/or the supervisory board and to hold regular and incidental meetings with them (Article 254 letters b and c). Some other points of contact:

oversight reports are submitted to the head of the BLU and the supervisory board (Article 257 paragraph (1));

the report on follow-up monitoring, which at a minimum contains the findings and recommendations, the target completion time, and the completion status, is submitted to the head of the BLU and the supervisory board (Article 260 paragraph (2));

the head of the SPI is appointed and dismissed by the head of the BLU with the approval of the supervisory board, and is directly accountable to the head of the BLU (Article 262 paragraphs (1) and (2));

the internal oversight charter is signed by the head of the BLU and the head of the SPI and approved by the supervisory board (Article 267 paragraph (2)); and

if the BLU does not yet have a supervisory board, reports are submitted to an official appointed by the Minister or head of the institution, and the approval that would otherwise come from the supervisory board is given by that official (Article 269 as amended by Minister of Finance Regulation 202/2022).

The content of the charter and how to prepare it are discussed in the article SPI internal audit charter, while the annual plan submitted to leadership is covered in the article University SPI annual audit plan (PKPT).

What Is the Role of the Inspectorate General and Other Government Internal Oversight Bodies?

Government Regulation 60/2008 on the Government Internal Control System states that government internal oversight bodies (APIP) carry out internal oversight through audits, reviews, evaluations, monitoring, and other oversight activities (Article 48). APIP consists of BPKP, the inspectorate general or a body by another name that functionally carries out internal oversight, provincial inspectorates, and regency or city inspectorates (Article 49 paragraph (1)).

For a BLU's SPI, Article 254 letters d and e of Regulation 129 give the authority to coordinate with APIP and/or government external examiners, and to accompany them while they carry out oversight. Article 260 paragraph (1) adds that the SPI monitors and encourages follow-up of recommendations from the SPI itself, APIP, government external examiners, and the BLU's supervisor.

The regulations referenced in this article do not make the inspectorate general a superior of the SPI. Whether the inspectorate general has a guidance role over a campus's SPI depends on each ministry regulation and statute, so it should be checked directly at those sources before being stated in campus documents.

How Does the SPI Coordinate with External Examiners Such as BPK and Public Accounting Firms?

External examiners differ from the SPI in position and mandate. BPK is the free and independent body that examines the management and accountability of state finances (1945 Constitution Article 23E paragraph (1)). The general differences between internal and external audit are discussed in the article differences between internal and external audit.

For a BLU, Article 270 of Regulation 129 sets out several matters that touch the SPI:

external examination is carried out by external examiners in accordance with laws and regulations, including the examination of financial statements (paragraphs (1) and (2));

the supervisory board appoints the public accounting firm, and if there is an audit committee, the appointment is made through the audit committee (paragraphs (4) and (5));

the outputs of the public accounting firm's examination are a report on the financial statements containing an opinion, a report on the internal control system, and a report on compliance with laws and regulations (paragraph (10)); and

the SPI monitors the BLU's implementation of the public accounting firm's recommendations and reports it to the head of the BLU and the supervisory board (paragraph (11)).

The GIAS adds a note for the public sector: external examiners are often mandated by regulation, and in some jurisdictions the authority of a supreme audit institution can supersede the coordination role of the internal audit function, including the obligation to follow the planning it sets and to conduct joint work. This means the SPI needs to understand the authority of the external examiners at its campus before preparing its schedule.

What Does Practical Coordination Look Like?

GIAS Standard 9.5 requires the chief audit executive to coordinate with internal and external providers of assurance services and to consider relying on their work. The aim is to reduce duplication, highlight gaps in coverage of key risks, and enhance the overall value added. Examples of coordination named in that standard:

synchronizing the nature, extent, and timing of planned work;

establishing a common understanding of assurance techniques, methods, and terminology;

providing access to one another's work programs and reports;

using risk management information for a joint risk assessment, or creating a shared risk register; and

combining results for joint reporting.

The same standard mentions an assurance map (assurance map), a matrix of the organization's risks and the assurance providers that cover them, as one way to see gaps and overlaps. This approach is also known as combined assurance. An illustrative example of how coordination might be divided on campus:

Party

What is coordinated

Example timing

Leadership

Annual plan, plan changes, important audit results

Start of the year and mid-year

Audit committee or supervisory board

Plan, oversight reports, follow-up status, independence

According to the regular meeting schedule

Inspectorate and other APIP

Examination schedule, accompaniment, and recommendation status

When there is an assignment

External examiners

Schedule, document access, and recommendation monitoring

Before and after the annual examination

Quality assurance and risk management

Quality audit schedule, risk profile, and overlapping findings

Quarterly

The timing in the table is only an illustration. The actual frequency needs to be agreed with each party and is best recorded in the SPI's charter or guidelines. The division of roles among assurance providers on campus can also be seen in the article Three Lines Model and the article differences between the SPI and the SPMI. The approach that brings governance, risk, and compliance together is discussed in the article GRC in universities.

How Do You Maintain Independence While Coordinating?

Coordination does not mean the SPI follows the direction of other parties in determining findings. GIAS Standard 9.5 sets several limits:

if an appropriate level of coordination cannot be achieved, the chief audit executive raises the concerns with senior management and, if necessary, the board;

if the SPI relies on the work of other assurance providers, the basis for that reliance is documented; and

the SPI remains responsible for the conclusions reached by the internal audit function.

Standard 8.1 adds that when the chief audit executive disagrees with senior management or other stakeholders about the scope or findings, the chief audit executive provides the board with the facts and circumstances so the board can consider whether to intervene. At a BLU, the safeguards include the duty to report to the supervisory board and the prohibition on SPI auditors holding concurrent operational duties (Regulation 129 Article 263). The ethical standards behind this are discussed in the article GIAS 2024 for university SPIs.

What Are Common Mistakes in SPI Coordination?

Coordinating only when there is a problem. There is no regular meeting schedule with the committee or board.

Scattered recommendations. Recommendations from the SPI, the inspectorate, and external examiners are recorded in three different places, so their completion status is unclear.

Clashing schedules. The same unit is examined by several parties within a short time.

Unwritten roles. The division of duties among the SPI, quality assurance, and other examiners is only known verbally.

Relying without assessing. Other parties' results are used without checking their competence, independence, and way of working.

For scattered recommendations, a discussion of following up on findings is in the article follow-up on audit findings. The channel for reporting alleged violations is discussed in the article university whistleblowing system.

How Does Internal Audit Software Help?

Audithink helps the SPI tidy up the material for coordination through six main features: risk assessment to map risk areas, audit planning based on risk assessment, work program templates for each engagement, deadline notifications, monitoring of recommendation follow-ups, and automated reports. Audithink does not replace meetings, official correspondence, or the decisions of leadership and committees. Campus audit needs are discussed on the page Audithink for Educational Institutions.

FAQ About University SPI Coordination

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Who does the SPI report to?

It depends on the type of university. At a BLU, the head of the SPI is directly accountable to the head of the BLU, and oversight reports go to the head of the BLU and the supervisory board. At general state universities and PTN-BH, follow the statute and regulations in force on campus.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Must a PTN-BH have an audit committee?

Article 30 paragraph (2) of Government Regulation 4/2014 states that the board of trustees forms an audit committee, or a body by another name, as the supervisory element for non-academic oversight. Its detailed composition and duties are set in each university's statute.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Is the SPI under the inspectorate general?

The regulations referenced in this article do not say so. A BLU's SPI is authorized to coordinate with the government internal oversight bodies, including the inspectorate general, but is directly accountable to the head of the BLU. For other types of campuses, check the statute and the relevant ministry regulations.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
What does the SPI do about findings from BPK or a public accounting firm?

At a BLU, Regulation 129 requires the SPI to monitor the BLU's implementation of the public accounting firm's recommendations and report it to the head of the BLU and the supervisory board, and to encourage follow-up of recommendations from government external examiners.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
What is an assurance map?

An assurance map is a matrix that links an organization's key risks with the assurance providers that cover them, so that gaps and overlaps in coverage become visible. GIAS Standard 9.5 names it as one way to coordinate assurance.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
May the SPI rely on the audit results of other parties?

Yes, provided the basis for the reliance is documented. Under GIAS Standard 9.5, the SPI remains responsible for the conclusions reached by the internal audit function.

</details>

Conclusion

Good coordination is not about meeting often, but about being clear on who examines what, when, and to whom the results are reported. With written roles, aligned schedules, and a single record of recommendations, the SPI can work with other parties without losing its independence.

If the SPI at your campus wants to tidy up plans, reporting, and follow-up monitoring from various parties, schedule an Audithink demo.

The SPI needs to coordinate with leadership, the audit committee, the board of trustees or supervisory board, the inspectorate, and external examiners.
