The answer is not just the number of reports issued. A clear measure of the SPI's ability is needed, often called the capability or maturity of the internal audit function.

This article covers the capability assessment models a university SPI can use, namely the Internal Audit Capability Model (IA-CM) from the IIA, the APIP Capability Model from BPKP, and the quality assurance provisions in the GIAS, followed by how to prepare a self-assessment. References were checked as of October 21, 2026.

What Is SPI Capability or Maturity?

SPI capability is the ability of the internal oversight function to carry out its role consistently and with quality: from a written framework, competent auditors, and standardized audit practices, to a healthy relationship with leadership and the oversight body. A capability assessment differs from an audit of a single work unit. The object being assessed is the SPI itself.

The results are useful in three ways: giving a starting picture for a newly formed SPI, setting improvement priorities, and showing leadership and the oversight body that improvement is planned. The basis for the SPI's mandate in each type of campus is discussed in the article University SPI.

Which Models Can Be Used?

Model

Issuer

Structure

Notes on use

Internal Audit Capability Model (IA-CM) for the public sector

IIA Research Foundation, 2009, revised 2017

Five capability levels and six internal audit elements, with key process areas in each cell

Used for self-assessment and setting the direction of improvement. The IA-CM and the APIP Capability Model answer “what level are we at”, while the GIAS answers “how is quality maintained continuously and tested by outside parties”.

What Is the Structure of the IA-CM?

The IA-CM arranges capability in a matrix: the vertical axis is the five levels and the horizontal axis is the elements of internal auditing. The five levels are commonly called initial, infrastructure, integrated, managed, and optimizing. The six elements are internal audit services and role, people management, professional practices, performance management and accountability, organizational relationships and culture, and governance structures. Each cell of the matrix contains key process areas that must be met for a level to be achieved.

As of October 21, 2026, I found no IIA announcement of a new IA-CM edition after the 2017 revision in the sources I reviewed. Check the IIA or Internal Audit Foundation site for the latest edition and assessment tool.

What Is the APIP Capability Model from BPKP?

BPKP Regulation 6/2025 on Improving the Capability of APIP at Ministries, Agencies, and Regional Governments sets five levels and five elements:

Level

Short description in the regulation annex

1 Initiating

Sporadic oversight without a plan, no system or methodology yet

2 Structured

Oversight is based on structure and procedures, but quality and consistency are still low

3 Adequate

Risk-based internal oversight that gives reasonable assurance, including early warning of fraud

4 Integrated

Oversight results are convergent and provide insight to top stakeholders, with attention to strategic risks

5 Optimal

A role model and guide to achieving organizational goals, with real-time oversight information

The five elements are quality of role and services, engagement professionalism, oversight management, performance and resource management for oversight, and culture and organizational relationships. The regulation is aimed at APIP, namely BPKP, inspectorates general, provincial inspectorates, and regency or city inspectorates (Government Regulation 60/2008 Article 49). A university SPI is not automatically included, but the structure of its levels and elements can serve as a comparison reference. The SPI's relationship with APIP is discussed in the article SPI coordination with the audit committee, board of trustees, inspectorate, and BPK.

Government Regulation 60/2008 Article 55 also provides for periodic peer review to maintain the quality of APIP audit results, with guidelines prepared by the auditor professional organization.

What Do the GIAS and BLU Regulations Require on SPI Quality?

Standard 8.3. The chief audit executive builds a quality assurance and improvement program covering all aspects of the function, with external and internal assessments. The underlying standards are discussed in the article GIAS 2024 for university SPIs.

How Do You Prepare a Self-Assessment of SPI Capability?

Choose a reference model. For example the IA-CM for an overall picture, complemented by a check of conformance with the GIAS.

Form an assessment team. Use SPI members who understand audit practice, and involve people not directly involved so the assessment is more objective.

Collect evidence. The charter, annual plan, work programs, working papers, reports, training records, and follow-up results.

Rate each element. Determine the level met for each element based on evidence, not perception.

Map the gaps. Compare the current condition with a realistic target level within one to three years.

Prepare an improvement plan. Set actions, owners, and deadlines, then submit them to leadership and the oversight body.

Repeat periodically. Once a year for the internal assessment, and plan the external assessment in line with Standard 8.4.

What Do Example SPI Performance Indicators Look Like?

Standard 12.2 asks for performance objectives to be set together with the board and senior management. The table below is only an illustrative example. What it helps with is the evidence, through six main features: risk assessment, audit planning based on risk assessment, work program templates, deadline notifications, monitoring of recommendation follow-ups, and automated reports. Data such as plan completion and follow-up status can feed performance indicators. Campus audit needs are discussed on the page Audithink for Educational Institutions.

FAQ About University SPI Capability

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
What is the IA-CM?

The IA-CM is an internal audit capability model from the IIA Research Foundation with five levels and six elements. The public sector version was published in 2009 and revised in 2017.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Must a university SPI be assessed with the APIP Capability Model?

BPKP Regulation 6/2025 is intended for APIP at ministries, agencies, and regional governments. A university SPI can use it as a reference, but the regulations I reviewed do not require it for campus SPIs.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
How often is the external assessment carried out?

GIAS Standard 8.4 asks for an external assessment at least once every five years, by a qualified independent assessor or through a self-assessment with independent validation.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
Who is responsible for the quality of the SPI at a BLU?

Article 259 of Regulation 129 assigns the head of the BLU to maintain and evaluate the quality of the internal oversight function, while Article 268 assigns the head of the SPI to set the assessment of the quality assurance and improvement program.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
What level is realistic for a new SPI?

There is no standard figure. Many newly formed SPIs start by building the basic framework, such as a charter, an annual plan, and a methodology. The target should be set from the results of the self-assessment and the resources available.

</details>

<details class="wp-block-details is-layout-flow wp-block-details-is-layout-flow">
What is the difference between a capability assessment and an internal quality audit?

An internal quality audit assesses whether higher education standards are met in academic and non-academic units. A capability assessment evaluates the internal oversight function itself.

</details>

Conclusion

A capability assessment helps the SPI answer leadership's questions with evidence: where it stands now, which direction to improve, and what has changed compared with last year. Start with a simple self-assessment, then strengthen it with an external assessment on schedule.

If the SPI at your campus wants to tidy up plans, work programs, and follow-up monitoring as evidence of performance, schedule an Audithink demo.

Learn how to assess the capability or maturity of a university SPI with the IA-CM, the APIP Capability Model, and the GIAS quality assurance program, including self-assessment steps.

Cara menilai kapabilitas SPI perguruan tinggi: IA-CM, Model Kapabilitas APIP BPKP, jaminan kualitas GIAS, langkah penilaian mandiri, dan indikator kinerja.
[15

post-7511","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-blog
["GET
