The SAKIP score is often used as a measure of a regional government's accountability, and the Inspectorate sits at the center of the process: reviewing performance reports before they are submitted, then evaluating SAKIP implementation in the regional apparatus. For the evaluation results to be more than just filling in a worksheet, assessors need to understand the components, weights, and score scale.

This article summarizes the legal basis, the division of roles, the assessment components and weights, the score scale, the predicates, and the practical steps of SAKIP evaluation based on PANRB Ministerial Regulation 88/2021. References checked as of 23 October 2026. An overview of public sector oversight is in the article public sector internal audit.

What Are SAKIP and AKIP Evaluation?

SAKIP is the Government Agency Performance Accountability System, regulated by Presidential Regulation 29/2014. AKIP evaluation (government agency performance accountability) under PANRB Ministerial Regulation 88/2021 aims to determine the extent to which AKIP is implemented in driving the achievement of targeted and results-oriented performance.

There are five specific objectives: obtaining information on SAKIP implementation, assessing the level of SAKIP implementation, assessing the level of performance accountability, providing recommendations for improvement, and monitoring the follow-up of the previous period's evaluation recommendations.

What Are the Legal Basis and the Role of the APIP?

Who Evaluates: National or Internal?

Type of EvaluationExecutorTarget
National evaluationNational Assessment Team formed by the Ministry of Administrative and Bureaucratic Reform (PANRB)Ministries, agencies, and provincial, district, and city governments that have submitted performance reports through the electronic SAKIP Reviu application
Internal evaluationInternal Evaluator Team formed in each ministry/agency and regional governmentWork units or subordinate work units

The regulation states that the internal evaluator team is formed by the agency. In practice, many regional governments involve the Inspectorate in it or place it as the main implementer, but the team composition follows each region's technical policy.

What Are the Assessment Components and Weights?

The Evaluation Worksheet (LKE) contains four components, each divided into three sub-components: existence (20%), quality (30%), and utilization (50%).

ComponentsExistenceQualityUtilizationTotal weight
Performance Planning691530
Performance Measurement691530
Performance Reporting34,57,515
Internal Performance Accountability Evaluation57,512,525
Performance Accountability Score203050100

Note that utilization carries half of the weight. Documents that exist and are of good quality are still not enough if they are not used to make decisions, for example performance measurement results that never influence next year's planning.

What Is the Score Scale for Each Sub-Component?

ScoreWeightCriteria condition
AA100All criteria are met (100%) and there are innovative efforts worthy of becoming a national model
A90All criteria are met (100%) and there are several efforts worth recognizing
BB80All criteria are met (100%) in line with the policy mandate
N70Most criteria are met (above 75% up to 100%)
CC60Most criteria are met (above 50% up to 75%)
C50A small portion of the criteria is met (above 25% up to 50%)
D30The performance accountability assessment criteria are starting to be met
E0There is no effort at all to meet the criteria

Every score on a sub-component must be accompanied by notes consisting of an explanation and a list of supporting, relevant document evidence. Sub-component scores accumulate into the score of each component, then the total score.

What Are the Evaluation Result Predicates?

PredicateScoreDesignation
AAabove 90 up to 100Highly Satisfactory
Aabove 80 up to 90Satisfactory
BBabove 70 up to 80Very Good
Nabove 60 up to 70Good
CCabove 50 up to 60Fair (Adequate)
Cabove 30 up to 50Not enough
Dabove 0 up to 30Very Poor

For evaluations with a specific target predicate, the annex regulates work unit sampling: target predicates C and D do not need sampling, while higher targets require work unit sampling. For the AA target, the average sampling score across all work unit clusters must be at least equivalent to Satisfactory (average A).

What Are the Practical Steps for an Internal Evaluator?

The following steps are an example of a working approach in line with the annex, not a standard provision.

  1. Plan the evaluation. Determine the users of the results, the evaluation questions, the work units to be sampled, and the evaluators needed. Include them in the annual plan as discussed in the Inspectorate PKPT article.
  2. Collect the documents. Strategic plan, performance agreements, performance indicators, performance reports, and evidence of the use of performance measurement results.
  3. Fill in the LKE per sub-component with notes and evidence, not just a score selection.
  4. Tiered review. The annex regulates a level 1 review by the team supervisor and a level 2 review through a panel forum of all evaluator teams to standardize scores and determine categories.
  5. Prepare and submit the Evaluation Result Report (LHE) based on the LKE, with a joint discussion with the work unit being assessed.
  6. Monitor follow-up. One of the purposes of the evaluation is to monitor the follow-up of recommendations from the previous period, so the status of recommendations must be recorded.

What Are Common Mistakes?

  • Filling in scores without evidence. The annex asks for a list of supporting documents on every sub-component.
  • Ignoring utilization. The 50% weight lies in utilization, not in the existence of documents.
  • Equating the review of the performance report with the SAKIP evaluation. The review safeguards the reliability of report information before it is submitted (Presidential Regulation 29/2014 Article 28), while the evaluation assesses SAKIP implementation (Article 29).
  • Not aligning the evaluation with planning. Planning and performance measurement contribute 60 out of 100 points.

How Does Internal Audit Software Help?

Audithink does not replace the SAKIP Reviu application and does not fill in the AKIP evaluation LKE. Audithink is internal audit management software with six main features: risk assessment, audit planning, work program templates, notifications, follow-up monitoring, and automated reports. What it helps with is the assignment management side for evaluators: scheduling assignments, using uniform work program templates, reminding of deadlines through notifications, and monitoring the follow-up of recommendations from year to year.

SAKIP Evaluation FAQ

What is AKIP evaluation?

AKIP evaluation is an assessment of the implementation of SAKIP to find out the extent to which the performance accountability of government agencies drives the achievement of targeted and results-oriented performance. Its basis is PANRB Ministerial Regulation 88/2021.

What components are assessed?

Four components: Performance Planning (30), Performance Measurement (30), Performance Reporting (15), and Internal Performance Accountability Evaluation (25), totaling 100.

What is the highest predicate and what is its score?

AA or Highly Satisfactory with a score above 90 up to 100. Predicate A (Satisfactory) is at a score above 80 up to 90.

Is the Inspectorate required to evaluate SAKIP?

Presidential Regulation 29/2014 Article 29 states that the APIP evaluates the implementation of SAKIP according to its needs and authority, and PANRB Ministerial Regulation 88/2021 requires agency heads to evaluate AKIP every year through an evaluator team. The Inspectorate's role in the team follows regional technical policy.

What is the difference between a performance report review and a SAKIP evaluation?

A review is carried out by the APIP before the performance report is submitted to ensure the reliability of its information and is set out in a statement of having been reviewed. An evaluation assesses the implementation of SAKIP as a whole.

Who carries out the national evaluation?

The National Assessment Team formed by the Ministry of Administrative and Bureaucratic Reform (PANRB), for agencies that have submitted performance reports through the SAKIP Reviu application.

Conclusion

SAKIP evaluation is most useful when it is used as a mirror, not just as a number. Evaluators who demand evidence and emphasize utilization help Regional Apparatus (Perangkat Daerah) improve what carries the most weight, namely planning, measurement, and the use of the results for decisions.
